Hidalgo County Commissioners' Court/Drainage District Board of Directors met in session on Tuesday, December 18, 2012 and considered agendas that included the following highlights: 

COURT APPROVES RESOLUTION SUPPORTING THE MERGER OF UTPA AND UTB

UTPA President Robert Nelsen and UTPA Chief of Staff Lisa Prieto were in attendance as Commissioner's Court approved a resolution in support of the proposed merger of the University of Texas - Pan American and The University of Texas Brownsville. On December 6, 2012, the University of Texas System announced plans to combine the two educational institutions. The new partnership will make the new University eligible to include a medical school in its curriculum, thereby making the university a top-tier place for education in the Rio Grande Valley. Along with a medical school, the new University will have access to the permanent university funds allowing for the construction of new buildings, expanded research and the creation of 10,000 possible high-paying jobs. Once the merger is officially approved by the Texas Board of Regents, a bill will be submitted to the Texas legislature who will meet in January 2013 in Austin to consider approval of the merger.  Members of Commissioners' Court praised the proposal, noting that the regional effort will produce tremendous education and economic benefits for all residents of the Rio Grande Valley.  View photos >>


COURT APPROVES RESOLUTION HONORING STATE REPRESENTATIVE AARON PENA, JR.

Commissioners' Court approved a resolution honoring the work and commitment of Texas State Representative Aaron Peña, Jr. The Edinburg native initially ran for public office in 2002 as the State Representative for House District 40. During his 10 years in office, Peña served on more than 20 committees and was committee chair during three sessions. He showed strong commitment to education with his assistance in the construction of the Student Wellness and Recreation Center at UTPA and his push for increased pay for public school teachers. However, Peña's most notable contribution, and of which he is most proud, was the construction of the John Austin Peña Primary Care and Substance Abuse Treatment Facility, in memory of his late son. Pct. 1 Commissioner Joel Quintanilla commended Peña on his dedication and passion for the citizens of Hidalgo County. Peña was joined by his wife Monica Peña, son Aron Peña and daughter-in-law Clarissa Longoria-Peña, daughter Adrienne Peña-Garza, son-in-law Jimmy Garza and grandson A.J. Garza. Peña thanked the court for their support and said he will continue to work with the community in the future. View photos >>

The late Luis Flores, Jr., a Linn-San Manuel native and owner of the famed “Chorizo de San Manuel” was remembered by the Court for his many contributions through his business and for the close-knit community of Linn-San Manuel. In 1975, Flores and his wife Vicky purchased the small general store owned and operated by Mr. Adolfo “Shorty” Guerra, along with his famed chorizo recipe and the known trade name of “Chorizo de San Manuel”; they quickly began working on expanding the business. Thirty-seven years later, the business is now a family affair with his wife and three children running the daily operations. Flores' family was in attendance, including his wife Vicky Flores, son Luis Flores III, daughter-in-law Dora Flores, grandchildren Marco Luis Flores and Liana Flores, daughter Patsy de los Santos and Michael de los Santos Jr., son Jaime Flores and daughter-in-law Melissa Flores. Flores' granddaughter Liana expressed her sincere gratitude to the court for recognizing her grandfathers accomplishments. Pct. 4 Commissioner Joseph Palacios also expressed his appreciation for Flores' tireless work commitment to the community of Linn-San Manuel, and especially, for the family's recent donation of land upon which the new Linn-San Manuel Fire Department will be built. UPDATE ON THE REGIONAL HEALTHCARE PARTNERSHIP PLAN FOR REGION 5

Health & Human Services Chief Administrative Officer Eddie Olivarez, along with top representatives from medical facilities across the Rio Grande Valley, presented an update on the Regional Healthcare Partnership Plan for Region 5. The report will be submitted to the Texas Department of Health & Human Services Commission by the end of the year. In December 2011, Texas received federal approval of an 1115 waiver that would preserve Upper Payment Limit (UPL) funding under a new methodology, but allow for managed care expansion to additional areas of the state. Our area is Region 5 which consist of Starr County, Willacy County, Cameron County and Hidalgo County. This waiver will increase service capacity at medical institutions here in the Valley and get those services to people in need. The plan is expected to bring in $362 Million in potential medical support by Valley medical partners. The plan is in the final stages of being finalized by the state and is expected to be finalized on a federal level next spring. COURT MEETINGS FOR THE HOLIDAYS

The meeting scheduled for Tuesday, December 25, 2012, has been moved to Friday, December 28, 2012, on account of the Christmas holiday.  In addition, Court will not convene on Tuesday, January 1, 2013, due to the New Year holiday.  Commissioners' Court will reconvene its regular meetings on Tuesday, January 8, 2013.
