Precinct 3 Constable Lazaro “Larry” Gallardo Jr. was honored twice at this year’s annual conference of the Justices of the Peace and Constables Association of Texas by being elected president of the statewide association and receiving the Lifetime Achievement Award.

With more than 2,000 members, the Justices of the Peace and Constables Association of Texas is the largest group of county elected offices in the State of Texas. The association oversees education and training for office holders and their employees.

Gallardo, who had been president elect, was sworn in during the association’s 71st annual conference held June 22-25 at the Isla Grand Beach Resort on South Padre Island. This is the second time he will serve as president of the association; his first term was in 2009-2010. Gallardo was also honored with the Lifetime Achievement Award, representing the pinnacle of service in the State of Texas. He was recognized for his work in cementing the image of a constable in the State of Texas as a progressive and professional peace officer and public servant.

First elected Constable in 2001, Gallardo built his department from five to 18 deputies by expanding his office’s reach. He initiated a solid waste enforcement division to battle the illegal dumping of trash that became the model for other county precincts and was recognized by the Texas Commission of Environmental Quality. In addition, he solicited grants to branch out into truancy, patrol operations and drug trafficking operations, while continuing to execute civil process and civil court orders.

Gallardo, who also serves as Vice President of the Texas Association of Counties, has won multiple awards during his years of service, including twice being named the Texas Constable of the Year in 2007 and 2010 and winning National Constable of the Year in 2010.
