Border Colonia Access Program


In 2001, the 77th Legislature passed Senate Bill 1296 introduced by Senator Eddie Lucio Jr. and signed by Governor Rick Perry, which grants $175 million in bond revenues to provide financial assistance to counties for roadway projects serving border colonias. Unpaved and deteriorated roads in many of the state’s border colonia communities cause transportation and drainage problems.

County
Border Colonia Access Program received funding from TxDOT in Three Distinct Calls to enhance and construct public infrastructure roadway improvements in the much needed Colonias. Funding was provided based on the applications submitted to TXDOT for consideration as per Texas Administrative Code – Title 43, Part 1, Chapter 15 Sub Chapter I Rule 15.103.

Three agreements were executed between TXDOT and County of Hidalgo on August 27, 2002 (1st Call) in the amount of $13,879,059.00; a second agreement (2nd Call) was approved on November 23, 2005 in the amount of $13,008,788.00; and the third and final agreement (3rd Call) was approved on 28th August 2008 in the amount of $12,691,299.46.
