HOME-ARP
The American Rescue Plan Act (ARPA) administers $5 billion to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country. As a Participating Jurisdiction (PJ) that qualified for an annual HOME Program allocation, Hidalgo County obtained $7,461,494 in Home Investment Partnerships Grant – American Rescue Plan (HOME-ARP).
HOME-ARP funds can be used for four eligible activities:
- Production or Preservation of Affordable Housing
- Tenant-Based Rental Assistance (TBRA)
- Supportive Services, Homeless Prevention Services, and Housing Counseling
- Purchase and Development of Non-Congregate Shelter
HOME-ARP funds must be used to primarily benefit the following Qualifying Populations (QP):
- Homeless persons (sheltered and unsheltered)
- Persons at risk of homelessness (housed but at risk of homelessness)
- Persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking
- Other families requiring supportive services or housing assistance that would prevent homelessness or serve those at greatest risk of housing instability
- Veterans and families that include a veteran family member that meets one of the preceding criteria

HOME-ARP Allocation Plan
In order for Hidalgo County Urban County Program (UCP) to receive its HOME-ARP funds, UCP developed a HOME-ARP Allocation Plan. The HOME-ARP Allocation Plan describes how the County intends to distribute HOME-ARP funds, including how the County will use the funds to address the needs of HOME-ARP qualifying populations.
