Emergency Mortgage & Rental Asst. Programs
In response to COVID-19, Hidalgo County and several cities have had an influx of federal and state funds to prevent, prepare for, and respond to the coronavirus pandemic. As such, the county and several cities have created several programs that provide rental, mortgage and utility assistance to county and city residents. The following are the agencies, cities and their subrecipients who are offering rental and/or mortgage and utilities assistance for their constituents who were financially affected by COVID-19.
URBAN COUNTY PROGRAM
Emergency Solutions Grant COVID-19 (ESG-CV) Program
Rental and Utility Assistance
Objective:
The primary objective of the Emergency Service Grant – COVID-19 (ESG-19) Program is to prevent, prepare for, and respond to the coronavirus, among individuals and families who are: 1) about to become homeless, 2) homeless or 3) receiving homeless assistance; and to support additional homelessness prevention activities to mitigate the impacts created by the coronavirus.
Activities:
- Rapid-Rehousing: Financial Rental Assistance; and
- Homeless Prevention: Financial Assistance for Relocation and Stabilization Services
Who is Eligible?
- Hidalgo County Rental Households who are soon to be or are in the process of being evicted; and
- At or below 50% of the Area Median Income (see below)

Emergency Services – Help for Colonia's Program (E-SCH)
Mortgage, Utility and Food Assistance
Objective:
The primary objective of the E-SHC Program is to assist Hidalgo County Colonia residents impacted by the public health and economic crisis resulting from the Coronavirus.
Activities:
- Provide Subsistence (Financial) Payment Assistance with up to three months of the following expenses:
- Mortgage expenses
- Utility expenses
- Assistance for Food and Other Needs
Who is Eligible?
- Hidalgo County Colonia residents whose income has been significantly reduced as a result of COVID-19; and
- At or below 80% of the Area Median Income (see below)
