LETTER Title Text

   Dear Hidalgo County Precinct 4 Residents,     

   It is an honor and privilege to serve as your Precinct 4 Commissioner. Over the years, Precinct 4 has grown and developed into a thriving community. I want to extend and expand the services and quality of life to all constituents, working together with the diligent efforts of the Precinct 4 team.

   My priority is to focus on maintenance, improvement, and top-quality customer service among all departments, including Parks, Sanitation, Drainage, Community Resource Centers, and Roads and Bridges. We will implement effective and efficient methods to stretch every taxpayer dollar and maximize resources. Collaboration and community engagement will be essential in all of our endeavors and facets      of our operations.

   I thank you for your support and look forward to the future triumphs of Hidalgo County Precinct 4.

  Mrs. Ellie Torres is a small business owner and has dedicated her life to public service.  Mrs. Torres has served in the education sector for 24 years in various capacities.  She was employed for seven years at Region One Education Service Center. Her 17-year career at Edinburg CISD included teaching at the elementary and secondary level. Mrs. Torres earned a Bachelor of Science degree in Elementary Education and a Master of Education in Counseling and Guidance in 2000 from the University of Texas-Pan American.  Mrs. Torres continues to serve her community as a board member of the Edinburg Boys and Girls Club, a founding member of Nevaeh’s Kids Conquering Cancer, a member of the Edinburg Noon Lion’s Club and was an elected School Board Member of the Edinburg CISD.  

  She is currently in office as of January 1, 2019 as the first woman to serve as Precinct 4 County Commissioner. Mrs. Torres is a community advocate and believes in fairness, equity, and equality for all. Her service emphasizes the creation and development of opportunities that lead others towards success. Her career has cultivated and sustained a passion with youth. She encourages a post-secondary education as a plan, rather than an option.  Her devotion to youth and education stems from her personal struggles and wise encouragement she received from her father who only attained a second grade education.  

   Mrs. Torres has been married to her husband, David Torres, for 35-years and has raised three children of their own.  She is the proud grandmother of two grandsons and two granddaughters. Looking forward to life, Mrs. Torres believes her purpose is to inspire hearts and minds. She takes pride in giving back to her community and her family.

Precinct 4 is one of four precincts located in Hidalgo County, Texas and boasts a population of over 190,000 people. The county is named after Miguel Hidalgo y Costilla, the priest who raised the call for Mexico’s independence from Spain. It is located in the Rio Grande Valley of South Texas and is one of the fastest-growing counties in the United States.

The mission of Hidalgo County Precinct 4 is to be open and accessible to the public and serve our citizens in a highly-professional manner, always exhibiting integrity, courtesy, fairness, safety and compassion in all our interactions. We work diligently to maintain and enhance our roads, drainage system, sanitation, parks and our community outreach through an efficient and effective use of Hidalgo County resources. We are accountable to the people of Hidalgo County.
