Stormwater Permits


To prevent harmful pollutants from being washed or dumped into an MS4, operators must obtain a National Pollutant Discharge Elimination System (NPDES) permit and develop a storm water management program.

Polluted storm water runoff is commonly transported through Municipal Separate Storm Sewer Systems (MS4s), from which it is often discharged untreated into local water bodies.

MS4 permits are implemented in two phases:

Phase I Permits for medium and large MS4s.
Phase II Permits for regulated small MS4s.

- This general permit authorizes the discharge of stormwater runoff associated with small and large construction sites and certain non-stormwater discharges into surface water in the state.

TPDES Construction General Permit TXR040000 - This permit authorizes the discharge of storm water from certain small MS4s.
